Preheat oven to 425°F. Grease a large baking sheet.
In a medium bowl, mix together flour, baking powder, sugar, salt, cheddar, 1/4 cup melter butter and milk. Using a scoop or spoon, drop 1/4 cup of batter onto prepared baking sheet. Repeat until all batter is gone.
In a small bowl, combine 1/4 cup melted butter, garlic, parmesan and parsley. Brush melted butter mixture over the top of each biscuit.
Bake for 13-15 minutes in preheated oven or until browned on top.
